Mid-ranking Gardai are describing a report on their pay and conditions as a 'missed opportunity'.
The Horgan report says the AGSI and GRA should become full trade unions and industrial relations should be 'normalised' for Gardai.
However it calls for all groups to agree they won't go on strike or engage in industrial action, and says anyone who breaks the deal should be stopped from accruing pension entitlements for 5 years.
The AGSI has branded that proposal a 'knee-jerk' reaction.
