The CEO of Clare County Council insists the local authority's 2016 budget provides an opportunity to give back to smaller businesses.

Tom Coughlan's comments come after businesses and councillors from Ennis and Kilrush criticised a 50% rise in commercial rates for 2016, contained in the document that was passed on Friday.
Rates in these towns are rising to bring them in line with other parts of the county, but the Council says the increase can be offset through an incentive scheme that is also now in place.
Grants are only for companies who are up-to-date on their rates bills, but Tom Coughlan hopes it will be of help.
