A Midwest addiction counsellor claims more work needs to be done to help those with drug addictions, despite a ‘philosophical change’ to drug legislation.
A new Health Referral Scheme has been launched which aims to support people caught with small quantities of drugs rather than charging them with criminal offences.
Under the scheme, Gardaí have the option to refer first-time offenders to the HSE, rather than prosecuting them.
A person referred under the scheme is offered an intervention by the HSE which may include advice on drug use, information on reducing harm, and help to identify whether further support would be useful.
If a person needs more help, the HSE can then refer them to appropriate addiction, health or community supports.
Cuan Mhuire counsellor, Michael Guerin, says it represents a ‘sea change’, given the lack of success criminal prosecutions have had in stamping out drug use.
In the wake of the launch of the referral scheme, Gardaí have reiterated that possession of controlled drugs remains a criminal offence.
Last year, An Garda Síochána recorded more than 10,000 arrests nationwide for possession of drugs for personal use.
Substance Use and Mental Health project Co-ordinator at Bushypark, Lisdoonvarna native Michael Lacey, says the HSE must be properly resourced to cater for the potential demand for referral services.
