Richard Burrows says the blanket guarantee wasn't needed to deal with the concerns about Anglo Irish Bank.

He says Bank of Ireland and AIB had already been asked to give an emergency 10-billion-euro loan to Anglo to help it avoid default.

He believes that alone could have been guaranteed, to give the government enough time to consider other options for shutting down Anglo.
