Opposition MLAs walked out in protest, arguing that Arlene Foster should not have been allowed to speak as First Minister.
Deputy first minister Martin McGuinness is refusing to support her position this morning – which should mean she can only speak in a personal capacity.
But Mrs Foster has defended her handling of the scheme, and denied the claims of former minister Jonathan Bell – who says she instructed him to extend the scheme.
