It comes as The Irish Farmers Association has revealed its Budget submission for next year.

The group says farmers' incomes is its top priority, in a year which has seen dairy farmers' earnings affected by the abolition of milk quotas.

Willie Hanrahan insists that spreading the cost over three years would make a considerable difference for struggling farmers.
