Dual diagnosis is defined by the HSE as the coexistence of mental health problems and substance misuse problems.

The disused Inis Gile campus in Parteen will act as the HSE’s Midwest base of operations for dual diagnosis care.

The site has been chosen due to its close proximity to Limerick city which makes it well-placed to provide services across the Midwest region.

Refurbishments are ongoing at the site while recruitment is said to be at an advanced stage.

A total of 13 posts have been allocated to the HSE Midwest Dual Diagnosis team – five of which have already been filled.

It is expected that the recruitment process will be completed by the final quarter of this year.

Statement from HSE Midwest Community Healthcare

The HSE has launched a new Model of Care for Dual Diagnosis to set out clear and integrated care pathways for people with a dual diagnosis. Dual diagnosis is the coexistence of mental health problems and substance misuse problems.

The Model of Care was developed by a National Working Group under the HSE National Clinical Programme for Dual Diagnosis. It is endorsed by the College of Psychiatrists of Ireland and was developed in partnership with HSE Social Inclusion, HSE Health and Wellbeing and the National Office of Suicide Prevention, and in collaboration with other stakeholders.

The HSE Mid West Dual Diagnosis Team will be based in the Inis Gile Campus in Parteen, Co. Clare. Given its proximity to Limerick City, Inis Gile is well placed to provide these specialist services across the Midwest Region.

A total of 13 posts have been allocated to the HSE Mid West Dual Diagnosis Team, which will function on a Multi-Disciplinary basis. Recruitment is at an advanced stage, with five posts filled. The remaining 8 posts are at an advance stage of recruitment. Three Clinical Nurse Specialist Posts are scheduled for interview in early June and it is hoped the successful applicants will take up post over the following 2 months. It is anticipated that recruitment process for the MW Dual Diagnosis Team will be completed by Quarter 4 of 2023.

Refurbishments are concurrently being carried out on the building at Inis Gile.

The National Dual Diagnosis Clinical Programme was launched on the 24th May. The National Dual Diagnosis Clinical Programme office has been working closely with Midwest staff on recruitment of staff for the Midwest Team and in refurbishing the Inis Gile Building.
