Martin Conway is introducing a bill in the coming weeks that would force people to produce a utility bill or passport when buying SIM cards.
He's concerned that unregistered SIMs are being used by criminals who then can't be traced.
Senator Conway admits the legislation wouldn't wipe out crime but he believes it would make a difference
