A Clare mother has organised a petition demanding reform of Ireland’s special education laws in order to protect ‘marginalised children’.
Funding under the Home Tuition Grant is not paid until a number of weeks into the school year, while children must be three years of age before they can attend preschool.

As a result 13 children in Clare were unable to attend school for the first weeks of term due to what are described as ‘flaws’ in the system.
Petition organiser and Tulla resident, Shirley Conway, says kids are missing out on key foundational elements of preschool as a result.
