Figures up to the end of November show there 235 new houses completed across the county, a drop of 37 on the same timeframe for the previous year.
However, this 13% fall shows Clare fared better than the national trend with the number of completed homes dropping by a fifth across the country.
The CIF says the figures paint a bleak picture for the industry, with the final figure of new homes built for last year set to be the lowest since records began in 1970.
