Report Finds 92% Of Inspected Homes In Clare Not Compliant With Regulations

A new report has found that 92 percent of inspected private rented homes where the tenants were on schemes like HAP in Clare were not compliant with regulations.

The research is included in the National Oversight and Audit Commission’s latest report which examined the performance of local authorities in 2016.

The latest report from the NOAC rates the performance of local authorities around Ireland under a number of headings.

It shows that in 2016, there were 4,765 registered tenancies in local authority homes in Clare.

Among private sector rented dwellings where tenants were on support schemes such as HAP, 92% of these inspections were found not to be compliant with standard regulations and 39 homes became compliant during 2016.

The report also found that 3.84% of local authority homes in Clare were vacant at the end of Dec 2016.

This was the highest vacancy rate in the Mid West – Limerick was on around 3.7%, while Tipperary fell well below this on 2.7.

The average length of time from when the homes were vacated to the new tenancy was 32.77 weeks.

Clare County Council says it expects the vacancy rate for 2017 to be on a par with 2016 – and that this is to be expected as homes must be refurbished before a new tenant comes in.

Furthermore, any properties acquired by Clare County Council invariably require upgrade works before being tenanted.
