The French Football Association says national team coach Didier Deschamps has given him permission to travel to England to "sign a contract".
Martial is a 19-year-old forward who's just received his first call up to the French senior squad.
Meanwhile Liverpool striker Fabio Borini could be close to joining Sunderland.
It's understood the Merseysiders have accepted a bid which could be worth up to 10-million-pounds for the Italian, who spent most of the 2013 to 2014 season on loan at Sunderland.
