Full-back Conor O'Mahony and corner-forward Shane Bourke come into the side that lost to Kilkenny, with Thomas Stapleton and Conor O'Brien the players to make way.
Davy Fitzgerald is expected to name his side after training tonight.
Tipperary are without around a dozen injured players.
