Munster Council say a majority ruled last night with regard to the decision to change the provincial championship structure to a seeded draw.
The decision to revert to the seeded draw means that Kerry and Cork are straight into opposite semi finals, and Clare, Waterford, Tipperary and Limerick are drawn in two quarter finals.
The decision was passed with the support of Limerick, while Clare and Tipperary voted against.
The Clare County Board are appealing to the Munster Council to show leadership and revisit a Tipperary Motion put forward at last nights Munster Council meeting.
The premier county proposed that Tipperary, Clare, Waterford and Limerick would play in the first round of Championship, with an open draw for the semi finals, however this was not voted on, and the seeded draw structure for 2014 was passed.
