James Rigney moves from midfield to the half back line while Brendan Murphy starts at number 9 having played at wing forward in last weeks draw with Limerick.
Ger Healion and Sean Ryan come into the full forward line at the expense of Egan and Mulrooney.
A win for Offaly will see them face Clare in the Division 1B final next month.
