An unpublished report has recommended the government reopen the residential redress scheme.

The scheme which provides compensation to those abused in mother and baby homes was established in 2002 and cost 1.5 billion euro to the end of 2015.

According to the Irish Times, the proposal is contained in the second interim report of the commission of investigation.
