41-year-old Ms. Lucas lost her life when a Coastguard boat capsized during a search for a missing man off the Kilkee coast in September.
The Ballyvaughan mother-of-two is being recognised for her efforts as a coastguard volunteer, as well as her work with children, both through art classes and with Clare's library service.
Chairman of the Clare Association Gerard O'Reilly says competition for the award is usually stiff, but it was an easy decision this year.
