The Taoiseach’s insisted that there’s been no change to the policy on discretionary medical cards.

Enda Kenny says a discretionary medical card is still given to anyone who needs one but who exceeds the income limit.
Earlier this year it was reported that child cancer patients were having their cards removed.
But the Taoiseach says the only reason there are fewer cards being issued now is because more people qualify for one automatically.
