Two investigations have been launched into the decision to remove a 2 year old boy from his family in Athlone and a 7 year old girl from her family in Dublin because of concerns about their identity.
Both children have been reunited with their Roma parents following DNA tests.
The HSE and the Gardaí will report to the Minister for Justice and the Minister for Children on the cases.
