Clare has had one of the highest rates of complaint regarding the provision of services through Irish.
The annual report from An Coimisinéir Teanga has revealed that there were 687 complaints nationwide, a rise of one-sixth on the previous year.
Seven per cent of all complaints were made within the Banner county, a figure beaten only by Dublin and Galway.
The report found that two local authorities and a number of Government bodies, including two departments, failed to meet their obligations.
