Up until the end of March, the region's main hospital exceeded its allocated spending limit by €6 million.
In the first quarter of the year, acute hospitals nationwide breached spending guidelines by €63 million, and the HSE says it faces an "extremely significant" challenge in trying to break even financially this year.
At Ennis General Hospital, spending was €39,000 under budget.
