It was passed in the Dail last week before being sent to the Seanad, where a 16 hour debate was adjourned at 3 a.m..
The upper house will resume debate on Monday at midday.
Sinn Féin Seanad Leader David Cullinane says the Government is rushing the Bill without proper consideration.
