Councillors from the five local authorities in Clare are vowing to fight tooth and nail to prevent the councils being amalgamated or abolished entirely.
The proposal by An Bord Snip was one of the main issues up for debate at a meeting of The Association of Municipal Authorities in Killarney.
It was attended by local representatives from councils nationwide who said the McCarthy Report finding was an attack on democracy.
