A new report into the psychiatric unit of Ennis General Hospital has expressed alarm that security staff have been used to restrain patients.

The report from the Inspector of Mental Health Services, outlined in today's Irish Times, found two security staff were engaged in ordering and initiating the restraint of patients in some instances.
Inspectors found that this was originally introduced in respect of one individual, but since used for other residents, and that there did not appear to be a policy in place on the use of security personnel.
The report also outlines a "serious" breach of a condition requiring all residents to have an individual care plan, but recognises progress made in this area.
