Report On Abuse Allegations At South East Foster Home Published Today

Allegations of abuse at a foster home in the South East over a 20 year period will be laid bare in two HSE reports to be published today.

The Conal Devine report reveals that a young woman with profound intellectual disabilities – known as ‘Grace’ – suffered significant physical injuries before finally being removed from the home in 2009.

The Resilience Ireland report deals with a further 46 young people who went through the same home between 1993 and 2013.

Grace was admitted to the home in the south-east of the country when she was 11 years old.

She had serious intellectual difficulties – but evidence quickly emerged of serious abuse in the home.

Those abuse claims are the subject of two reports which were previously ordered by the HSE, and which will be published today.

They outline not only serious shortcomings in supervising Grace’s foster care, but also how Grace was left in the home despite repeated decisions to move her.

The reports will be released this morning, and cabinet will agree the terms for a State inquiry next week.
