Praveen Halappanavar reviewed the 108 page draft document over the weekend and has indicated through his solicitor that he is not satisfied with its findings.
Gerard O’Donnell says the complex report outlines a chronological sequence of events, but he says it has no element of accountability.
The solicitor says an expert is to assist them in the review of the report and a submission is then likely to be made, as well as a meeting with the investigation chairman.
