It follows the deaths of five babies in similar circumstances at the hospital.
The Irish Times reports it will find that all levels of HSE and hospital management failed to act, despite being aware of known patient safety risks at the hospital.
It's understood criticisms contained in a previously leaked draft report remain, despite a threat by Director General of the HSE Tony O'Brien to injunct publication if changes were not made.
