The Justice Minister and Garda Commissioner are expected to come under more pressure today after the Garda Inspectorate publishes its report on the penalty points controversy.

The review is expected to recommend overhauling the system to prevent local Gardaí from using discretion and wiping points from someone's licence.
Parts of the report were leaked yesterday – with the opposition accusing Minister Alan Shatter of 'news management'.
Commissioner Martin Callinan had previously said he found Garda whistleblowers' evidence of abuse of the penalty points system to be "quite disgusting".
