The group which advocates on behalf of patients was responding to claims from doctors that any response to hospital overcrowding that ignores bed shortages will fail.
The IMO says the lack of acute beds in public hospitals is causing chaos in Emergency Departments.
It comes as the latest figures from the Irish Nurses and Midwives Organisation shows there are 23 people on trolleys at University Hospital Limerick today, 14 of those in the emergency department.
