An outgoing Clare TD says his party's plans to impose a surcharge of perpetrators of certain crimes will be used to help fund victims' groups.

Fianna Fail is pointing to the example of the UK, where criminals have to pay a charge of 80 pounds if sent to prison for six months or less.
The party also wants to establish a Commission to set guidelines on sentencing.
Timmy Dooley says the surcharge model has worked well in the UK.
