Minister Jan O'Sullivan will announce details of the Bill when she addresses the INTO conference at Treacy's West County Hotel in Ennis today.

There, she will also hear calls for reduced class sizes, increased resources and better pay and conditions for teachers.

Outgoing president of the INTO and Mullagh Principal Sean McMahon says he's delighted to host the major event with an attendance of 850 delegates in his native Clare.

Meanwhile, the controversy over reform of the Junior Certificate is set to top the agenda at the Teachers Union of Ireland congress today.

The body says it is willing to return to the talks table – however it's calling on the Minister for Education to drop any preconditions to the negotiations.

The dispute – which centres on pupils being assessed by their own teachers – has already resulted in two days of industrial action.
