Michael Noonan was speaking as he defended the decision of Shannon Group to seek voluntary redundancies, in order to cut costs.
Both management and the Minister have insisted that no one will be fired under the scheme, while talks with unions start on Monday.
When Minister Noonan unveiled the government's new vision for the Independent Shannon, the government promised up to 3,500 new jobs as a result, and this morning he told Clare FM that he's satisfied with progress to date.
