Public Expenditure Minister Brendan Howlin will be in North Clare to perform the ceremony.
The pier is used by ferry companies to bring 100,000 visitors a year to and from the Aran Islands, and the greatly-enhanced facilities being opened today are seen as being of huge importance to North Clare.
The pier cost around €6 million to develop.
