A new Department of Transport strategy document has outlined plans to develop Shannon and Cork as 'regional gateway's.
The term is included in the Department's strategy, which runs to 2019 and, by contrast, plans to support Dublin as an 'international hub'.
It also supports the development of a new runway at Dublin.
The document outlines plans for all transport sectors, but makes no reference to the Ennis-Athenry line which has been identified as one of the costliest on the network.
The document merely outlines plans to develop a new rail strategy for the country.
