The victim, named locally as Kevin Kearney, disappeared after leaving home to take his dogs for a walk.
The father-of-four’s body was discovered in a lake at Alexandra Park yesterday afternoon.
A dissident republican organisation’s told the Irish News they shot the man.
David Ford says "no paramilitary group has the right to judge our citizens".
A post-mortem is to be carried out.
Meanwhile, a man has been shot dead in Derry city centre.
Police say the shooting happened in the Shipquay Street area just before 11 o’clock.
Security forces have sealed off the area.
