Tom Tiernan was responding to a Department of Transport allocation of €14.8 million.
Almost half of that will go towards road improvements with a further €1.8 million going towards maintenance work.
€3.1 million has been budgeted for discretionary grants, while one million euro will go towards Latoon Bridge linking Clarecastle to the M18 motorway.
Mr Tiernan, a senior engineer with Clare County Council, acknowledges that the overall grant represents a modest increase on last year's, and could make the end of series of funding cuts.
