The 28-year old rugby player was shot dead near his home in Limerick in 2008, in a case of mistaken identity.
Last February 26-year old Barry Doyle from Portland Row, Dublin was sentenced to life for the murder of Shane Geoghegan.
Now a second man is to be charged in connection with the murder 4 years ago.
The DPP has directed that the man appear before the Special Criminal Court rather than at a District Court.
