Scariff TD Michael McNamara voted in favour of his own Bill which would have allowed Gardaí join trade unions.
The bill was opposed by the government and was defeated.
Last week, after he was told in the Dáil that the government would oppose his legislation, Deputy McNamara called for more reform of Dáil procedures to give backbenchers a better chance of successfully drafting legislation.
