The Irish Prison Service is admitting that it was wrong to allow inmate Martin McDermott to be transfered to an open facility, from which he had absconded in 2007.
The 25-year-old from Raphoe in Donegal, was found guilty in 2009 of the manslaughter of Garda Gary McLoughlin and initially sent to Portlaoise prison.
He was later transfered to Loughan House, from which he absconded earlier this month and was arrested in Derry the following day.
