It follows claims the German Chancellor’s mobile and millions of French calls were tapped by the United States.
The German Foreign minister has demanded action immediately.
It comes as The Guardian newspaper says the whistle-blower Edward Snowden claims that US agencies monitored the phone calls of 35 world leaders.
