The HSE says it understands why the mother of Grace, the disabled woman abused at a foster home, cannot accept its apology.
The agency says, however, that is “genuinely very sorry for all of the failings in her care and in its system”.
It’s also insisted that it did co-operate with ongoing Garda inquiries about the foster home, despite reports that it did not ask to publish its own internal report on the case.
