89% of homes – a total of 491 properties – failed to meet minimum standards when inspected by Clare County Council last year.

These standards related to structural condition, as well as the provision of facilities for preparing food, the availability of adequate heat and ventillation, refuse facilities, and the safety of oil, gas and electricity installations.

This law was enacted in the middle of 2017, but the high failure rate recorded last year dates back even further than that.

That year, 88% of homes failed inspections, 99% failed in 2016, 95% in 2015 and 66% in the year before that.

Over the past five years, Department of Housing data shows 2440 houses and apartments have failed inspections, while just 319 passed.

No legal action has been initiated against any of the landlords concerned over the past five years.
