HIQA has been requested to consider the case for a Model 4 hospital, equipped with a maternity wing in Ennis.
It follows a meeting between the health watchdog and Friends of Ennis Hospital which heard there is no time frame for the release of an interim report analysing the case for a second emergency department in the MidWest.
Plans are in place to incorporate the Maternity Hospital on the Ennis Road into University Hospital Limerick in the coming years, which currently accounts for 1,200 Clare births annually.
With presentations at UHL hitting a record high of 87,000 last year, Friends of Ennis Hospital Chair, Angela Coll, says a facility here would reduce this by 25%.
