Dr Michael Harty says homlessness associated with mental illness and drug addiction presents unique problems which require specialised solutions.
A number of recommendations have been made by the Dáil's Housing & Homelessness Committee.
Deputy Harty, who is a member of the committee says the Government faces the challenge of providing safe and secure housing for the homeless but that must be combined with essential medical addiction and support services.
