The Horizon Mall is to be built on an abandoned site on the Dublin Road, next to the Parkway retail Park, despite an initial decision from Limerick Council to deny permission.
The project's backers have previously said that the project will see 1500 jobs created, as well as 500 more during construction.
However, it has been opposed by Limerick Chamber of Commerce, who are fearful about the impact that the project could have on the city centre.
