The Department of Arts, Heritage and the Gaetacht has raised concerns about planned works near Ennis Friary, where Clare County Council has already granted conditional permission for works including the construction of a new car park and an entrance at Abbey Street.
The Department said it's not opposed in principle to the development of a car park, but believes the planned development is not acceptable.
An Bord Pleanala is expected to issue a ruling on the matter in March.
