The Environment Minister admits the State has been failing to meet its social housing obligations.
Alan Kelly made the comments at the launch of a multi-billion euro strategy to provide 90 thousand homes by 2020.

It includes the construction of 35,000 new properties – at a cost of 3.8 billion euro – creating 29 thousand jobs.
The Housing Assistance Payment and Rental Accommodation Scheme will be used to provide a further 75 thousand homes in the private rented sector.
Minister Kelly says the plan will clear the social housing waiting list by 2020.
