Launched after the deaths of 30 people in farm accidents last year, the document will call for measures including special days in schools to educate children about the dangers farms pose to them.
It comes as Clare County council calls for farmers to be given panic buttons, to allow them call for help in the event of an accident.
Clarecastle Councillor Paul Murphy thinks the proposal could save lives throughout Ireland.
