Failure To Recognise And Respond To Abuse Allegation At East Clare Nursing Home

An inspection of an East Clare nursing home has identified a “failure to recognise and respond appropriately to an allegation of abuse”.

Health Information and Quality Authority inspectors have found that for the second successive inspection, the Lakes Nursing Home in Killaloe has failed to “to take reasonable measures to protect residents
from abuse”.

The Lakes Nursing Home is located on Hill Road in Killaloe and provides 24-hour nursing care as well as catering services and activities to a maximum of 57 residents.

HIQA’s announced inspection of the facility took place on March 6th over a single day on which 54 residents were present.

It found that the provider, Elder Nursing Homes Limited, “had not fully implemented their own compliance plan following the previous inspection”, in which the facility was deemed non-compliant in four areas.

Inspectors heard mixed comments from residents in relation to their care, with some describing the staff as “very good” while others said they would be hesitant to complain about the quality of the service, and that the meal choice was repetitive.

HIQA’s report has found the facility to be non-compliant in five areas this time around, including Governance and Management as well as Prevention, while it has been marked as just substantially compliant in three other areas.

The report states that “where there was an incident or a complaint relating to an allegation of abuse, this was not recognised as such, and therefore not managed in line with the national guidelines for safeguarding or the requirements of the regulations”.

The provider has submitted a comprehensive compliance plan which includes a commitment to organising safeguarding training for all staff and devising improvement plans based on safeguarding drills.
