The Education Minister admits he can't force the Bishop of Killaloe to remove his patronage from a primary school in the Shannon area.
The nine primary schools in Shannon and Newmarket-on-Fergus all fall under the auspices of the Catholic Church, but Minister Ruairi Quinn wants to offer an alternative option there, and in 37 other areas.
He says a poll in and around the Clare town found a 'significant number' of parents wanted this, but there wasn't a specific majority in any one school.
Speaking on Clare FM's Morning Focus today, the Minister admitted this makes it difficult to identify which school should be overhauled, and that the process is slower than he liked, but he insisted the situation will change.
